Vanuatu Government Strengthens Commitment to Sustainable Ocean Management and Blue Economy Growth

PORT VILA, Vanuatu - Prime Minister Hon. Jotham Napat and Waitt Institute Founder and Chairman Mr. Ted Waitt signed an addendum to the 2023 Memorandum of Understanding (MOU) today, strengthening their partnership through the Blue Prosperity Vanuatu (BPV) program. This renewed commitment aims to sustainably manage 100% and fully protect 30% of Vanuatu's ocean while supporting a sustainable blue economy.

"In my role as Prime Minister, I acknowledge that our people's future is fundamentally connected to our oceans' wellbeing," stated Hon. Napat. "The time has come for renewed attention to providing the necessary resources for protecting and responsibly managing our marine environment. This partnership is particularly critical following the recent earthquake, which has reminded us of the urgent need to strengthen national resilience—not only on land but also at sea."

The newly signed addendum reaffirms the shared commitment to developing a comprehensive Marine Spatial Plan that balances conservation with economic opportunities and supports the implementation of the National Ocean Policy. This public planning process maps human activities in the ocean to ensure sustainable use of vulnerable marine resources while establishing protected areas for the benefit of future generations.

Central to this agreement is the development of Marine Protected Areas (MPAs) and traditional ni-Van Tabu areas that will serve as conservation zones and provide economic opportunities. By integrating sustainable business activities around these protected areas, the initiative aims to provide alternative livelihoods for coastal communities, build resilience, and ensure food security.

"Protecting the ocean can boost the economy at the same time," stated Mr. Waitt. "Vanuatu has already proven itself as a global leader in this approach, and this initiative creates an opportunity to expand these successful efforts. We are proud to support this important work."

The Blue Prosperity Vanuatu program emphasizes guidance from local communities in both conservation and economic activities, developing a model that can be replicated throughout the country. This approach strengthens traditional governance systems while connecting environmental protection with economic growth and community empowerment, recognizing that balancing marine protection and sustainable development is necessary for long-term viability.

Blue Prosperity Vanuatu is a partnership between the Government of Vanuatu and the Waitt Institute, which began with the signing of a Memorandum of Understanding (MOU) in February 2023. The program collaborates with and supports existing ocean management efforts underway by communities, regional organizations, technical agencies, and non-governmental organizations (NGOs).
